Open Enrollment 2020

Open Enrollment is the annual time period in which benefits eligible employees can make changes to their benefits elections.  Open Enrollment for 2020 begins on October 1st and runs through the entire month ending on October 31st at 4pm.

Benefits Enrollment Wizard in ESS: now available!

This year, Employee Self-Service (ESS) is in the process of being upgraded!  The new application is much more user-friendly, and provides employees with helpful information on how to self service many HR functions, including some benefits elections.

New this year, an improved Benefits Enrollment Wizard allows employees to easily make changes to their medical, dental, or vision plans.  Employees can also add dependents or remove dependents from their benefits plan for 2020.  Please remember, when adding a dependent, supporting documentation that verifies their relationship to you, such as a marriage certificate to add your spouse or a birth certificate to add your child, MUST be provided directly to the Office of Benefits, Leaves and Retirement.

Benefits Enrollment/Change Form

Employees may still use the Benefits Enrollment/Change paper form to make changes to their benefits during this year's Open Enrollment.  Keep in mind, that paper forms must be manually processed and changes can only be confirmed in December when Total Compensation statements to are delivered at worksites, while changes made via the Benefits Enrollment Wizard in ESS, are confirmed immediately upon submission.

Completed forms, and any required supporting documentation can be emailed to:, faxed to: 410-887-8950, sent via interoffice mail to Benefits Office, Greenwood Building B, or sent via postal mail to: Office of Benefits, Baltimore County Public Schools, 6901 N. Charles Street Building B, Towson, MD 21204.


Marriage Recertification

Employees with a spouse enrolled on BCPS benefit plans prior to 1/1/2019 will be required to affirm that they are still married by completing a Marriage Recertification Form. Both the employee and their spouse will be required to sign the document, a copy of the marriage certificate will not be necessary. Employees who are no longer married, but have been covering their ex-spouse, will have the opportunity to remove their ex-spouse from their benefits without penalty. Please note, a court order requiring you to maintain insurance coverage for an ex-spouse does not permit you to continue that coverage on BCPS benefit plan(s).

Flexible Spending Accounts

Benefit Strategies logo

Employees wishing to elect a Flexible Spending Account (heath care or dependent care) must do so via the Benefit Strategies online portal. Employees must use their Employee ID found on the home screen of ESS, in the Welcome widget, under “View Profile.”  Social security numbers are not shared with Benefit Strategies, and can not be used.

Open Enrollment Informational Sessions

BCPS Benefits Representatives as well as representatives from our insurance companies and vendor partners will be available to answer questions and provide detailed information about the benefits offered.  This year the Office of Benefits, Leaves and Retirement is partnering with Health Services to offer these sessions at the same time as the flu shot clinics.  The sessions will take place at the following locations and times: 

  • Thursday, October 3, 9:00am-12:00pm Greenwood Campus, Bldg E
  • Tuesday, October 8, 3:00pm-5:00pm Patapsco High School
  • Thursday, October 10, 3:00pm-5:00pm Woodlawn High School
  • Wednesday, October 16, 3:00pm-5:00pm Loch Raven High School
  • Monday, October 21, 3:00pm-5:00pm Pulaski Park, Rm 307 (no flu shot clinic)

Additionally, a number of webinars will be offered during this year’s Open Enrollment. A BCPS Benefits Representative will present an overview of the benefits offered, and employees will have an opportunity to ask questions.  Employees will need computer access and a phone to participate.  To register for a Webinar, please visit BCPS One, click the Professional Learning tile, and look for the “Open Enrollment Seminar” courses offered by the Office of Benefits, Leaves and Retirement in the Meetings-Registration Catalog.

Open Enrollment Materials

Pre-Enrollment Confirmation Statements

Benefits-eligible employees will receive Pre-Enrollment Confirmation Statements prior to Open Enrollment at their school or site. This form will show employees’ current benefit elections. Benefits elections will automatically roll over to 2020, with the exception of FSA elections.  Employees who wish to elect FSA benefits (health care or dependent care) must re-enroll each year.

“For Your Benefit” Newsletter

Copies of the “For Your Benefit” Newsletter were distributed to schools and sites during the first week of Open Enrollment.  This newsletters highlights important information and tips from the Office of Benefits, Leaves, and Retirement.  A copy can also be found on our website, by clicking: For Your Benefit.

Total Compensation (Post-Enrollment) Statements

In December, benefits-eligible employees will receive another personalized statement. This statement will show the benefits that will be effective as of January 1st and will reflect any changes that were made during the Open Enrollment period. Please review the form for accuracy. If any processing errors have been made, please contact the Office of Benefits, Leaves, and Retirement immediately.
