The Office of Investigations and Records Management (OIRM) is responsible for overseeing the fingerprinting and criminal background checks for all paid positions and some other categories of personnel. Please refer to the form below, Requirement for Background Check, which lists the categories of personnel who need to be fingerprinted.

In accordance with the Annotated Code of Maryland, Family Law Article, § 5-551, all employment candidates and persons with unsupervised access to students  are required to be fingerprinted for a criminal background check. Prior to employment with a public school system in the state of Maryland, an employment candidate must undergo a criminal background check, as required by the Annotated Code of Maryland, Family Law Article, §§ 5-550 - 5-559.

During the background investigation process, an individual’s background will be thoroughly checked and verified from a variety of sources such as the Federal Bureau of Investigation (FBI), Maryland Criminal Justice Information System – Central Repository (CJIS), Department of Social Services (DSS), and Sex Offender Registries. Only upon completion of this background check and subsequent clearance, may an employment candidate begin employment with a public school system.

Criminal History Records Check:

In accordance with the Annotated Code of Maryland, Family Law Article § 5-553, as part of the application process, a criminal history records check will be completed. All employment candidates will be required to submit a sworn statement or affirmation disclosing the existence of any criminal convictions, probation before judgment dispositions, not criminally responsible dispositions, or pending criminal charges without a final disposition.

Steps in the Fingerprinting Process:

All Interns/Volunteers/Contractors will need to have paperwork completed before coming to fingerprinting appointment. 

  1. OBTAIN AN AUTHORIZATION CODE  from your Human Resources Officer, Analyst, or other hiring representative before scheduling a fingerprinting appointment.

  2. Schedule a fingerprinting appointment online at Identogo.com.
  3. BACKGROUND CHECK FOR NON-BCPS EMPLOYEES (intern/student teacher; volunteer/chaperone; contractor) needs all information filled in, printed and signed where indicated on the form and brought with you to your fingerprint appointment. (Double-sided copies are not accepted. Please print single-sided copies of all forms only.)
  4. AUTHORIZATION AND RELEASE form found in the Background Check Application needs to be signed to confirm you have read and received copies of the AGENCY PRIVACY REQUIREMENTS FOR NONCRIMINAL JUSTICE APPLICANTS AND PRIVACY ACT STATEMENT.

COVID 19 (CORONAVIRUS) Information:

The current outbreak of the coronavirus disease, or COVID-19, is affecting individuals locally, nationally, and around the world.  Due to the COVID-19 virus, Baltimore County Public Schools (BCPS) is taking every precaution to ensure the safety of our staff, students, and visitors.

  • For your safety and the safety of others, the Division of Human Resources requires that you wear a face covering while in BCPS buildings.

  • As you will be in close contact with the fingerprinting technicians, you will be required to wear a face covering while being fingerprinted.

If you answer YES to any of the questions below, please do not schedule an appointment for fingerprinting now. Please wait until you can answer NO to each question.

You are strongly encouraged to take your temperature prior to going to the Office of Fingerprinting to ensure you do not have a fever over 100 degrees.

  • Do you have a fever over 100 degrees?

  • Do you have other symptoms of illness, even mild illness, including cough, shortness of breath, sore throat, body aches, or chills?

  • Have you had recent contact with a person diagnosed with or suspected to have COVID 19?

  • Have you been advised to self-quarantine or isolate because of your own or a contact’s illness with COVID 19?



Please be advised that if there are delays or closures due to inclement weather, fingerprinting appointments may need to be rescheduled. To check weather related delays or closures for offices, please call 443-809-5555.
