The Office of Investigations and Records Management (OIRM) is responsible for overseeing the fingerprinting and criminal background checks for all employees. It also conducts Department of Human Resources related internal investigations.

Investigations:

  • Conducts abuse/neglect investigations and incident reviews.
  • Conducts misconduct investigations and incident reviews.
  • Monitors and investigates post-employment arrests.
  • Serves as liaison between BCPS and the Department of Social Services (DSS) and local and state law enforcement agencies on employment-related investigations.

Records Management:

  • Reviews and maintains criminal background check information provided by the Maryland Criminal Justice Information System (CJIS) and the Federal Bureau of Investigation (FBI), as well as reviews and maintains child abuse/neglect information provided by DSS.
  • Verifies employment eligibility (1-9).
  • Issues new hire employee One Card badges.
  • Replaces and updates fingerprinting cards.
